Wonder why they chose not to put them all in on the first pass. This would have made a great maintenance type present they could just set on repeat from here on out.

This could already be a maintenance present. It includes almost all of the minis that were primarily handed out randomly by raffles and such. Most of the ones that weren't included were from actual contests/championships/magazines. I doubt those will ever get handed out randomly.

Hm... I already saw screen captures and people in-game with any of those but the Shiro'ken Assassin.

Now that would be an interesting idea. Year 8 bday gift is a popup letting you select a single title of your choice to max. Hm.
